This Liverpool John Moores University (LJMU) study, sponsored by the Save Construction Initiative (SCI), explores construction’s late payments culture and how it drives insolvency across supply chains, with knock-on impacts for health and wellbeing in the sector.

The research examines Project Bank Accounts (PBAs), designed to make payments transparent, timely and secure, and already supported through government guidance and, in some public projects, mandated use. It also considers emerging digital solutions such as the Digital Parallel Processing Account (DiPPA). As an early-stage innovation, PBAs carry risks, from design flaws to poor implementation conditions.

The report draws lessons from past construction innovations to begin shaping a practical adoption blueprint.

"SCI is proud to be actively supporting the shift toward a healthier payment culture and stronger project management outcomes across the construction industry. This research reinforces just how important developments like Project Bank Accounts and their digital counterparts are in creating fairer, more transparent, and more resilient supply chains. We see this as a crucial step forward for the sector, and one that will deliver lasting benefits for businesses and the people who work within them.”
