Liverpool Roundtable Explores the Future of MMC in the City Region

Last week, The Save Construction Initiative (SCI) hosted a focused roundtable in Liverpool, bringing together providers, local authorities, contractors, MMC manufacturers, funders, consultants and skills providers from across the Liverpool City Region.

The session, chaired by Dr. Tim Whitehill and organised by committee members Hannah Bolton and Louisa Wanless, focused on a core question: how do we move Modern Methods of Construction (MMC) from one-off projects into everyday practice, in a way that genuinely improves quality, performance and outcomes for residents?

Rather than presentations, the format centred on open, practical discussion. Participants were invited to share honest reflections on what is working, where they are struggling, and what support they need to go further, faster.

A few early highlights:

  • Strong underlying confidence in MMC – most attendees remain positive about its potential to deliver better performing homes more quickly.
  • Persistent system challenges – including stop–start pipelines, fragmented procurement routes and ongoing uncertainty around warranties, insurance and finance.
  • The need for an ecosystem approach – shifting from “MMC projects” to a more industrialised, outcome-focused model linked to skills, regional pipelines and long-term value.
  • A focus on residents and social value – with calls to connect MMC more clearly to lower running costs, fuel poverty reduction and better quality of life.

The roundtable also began to shape a practical local action agenda, touching on pipeline, procurement, finance, performance standards, skills and resident outcomes.

SCI will publish a full outcomes report from the Liverpool MMC roundtable in the new year, setting out key insights and proposed next steps.
